According to the schedule of the SD Main Office 1938/39 was Hengelhaupt head of the monitoring of the Masonic competent Referates II/111 and after the founding of the Reich Security Main Office (RSHA), Head of Section II D 1 (East) of division II D (international issues).
Hengelhaupt moved to the so-called Wannsee Institute, an agency of the SD, and from there was transferred in July 1940 in the Office VI (SD abroad) of the RSHA.
Since September 1940 Hengelhaupt tried on behalf of the SD abroad in Paris, to establish contacts with Russian and Caucasian emigre groups. The Wannsee Institute Decree was Reinhard Heydrich of 22 1940 November a special unit of the Office VI of the RSHA, which was directly responsible to the head of department.
